(A) The County Judge of Jackson County is hereby authorized and directed to appoint three lawful citizens of Jackson County, Arkansas, to the Commission for the purpose of gathering facts and data concerning future planning for water resource matters.
(B) The members appointed by the County Judge as White River Basin Commissioners shall be approved, confirmed and ratified by the Jackson County Quorum Court.
(C) The County Judge shall be the chairperson of the Commission and an ex officio officer member of the Commission.
