§ 31.123 BYLAWS, PURPOSE, POWERS AND DUTIES.
   (A)   The Board may adopt such rules, bylaws and regulations for the conduct of its business as it deems necessary or desirable.
   (B)   The purpose of the Board shall be the assistance and encouragement of industrial development within the county, as set forth in the ballot for approval of the bonds.
   (C)   The Board shall be a body corporate, with power to sue and be sued, to enter into contracts and to adopt a seal. Without limiting the generality of the foregoing the Board shall have the powers:
      (1)   To acquire, own, construct, reconstruct, extend, install, equip, improve, operate, maintain, sell, lease (as lessor or lessee and with or without options to purchase or options to extend or renew) contract concerning, or otherwise deal in or dispose of any lands, buildings, improvements, machinery, equipment or facilities of any and every nature for the securing and developing of industry;
      (2)   To appoint and employ and dismiss at its pleasure such agents and employees as may be selected by the Board and to fix and pay their compensation;
      (3)   To establish an office in the county for the transaction of its business;
      (4)   To pay and expend funds for necessary costs and expenses involved in and incident to the carrying out of its powers and purposes;
      (5)   To fix and change, from time to time, rates and charges for the use of facilities and services;
      (6)   To cooperate with the federal government, the state, and any agency, department, corporation, or instrumentality of either in the furtherance of its purposes;
      (7)   To accept funds from any sources and to use them in such a manner as is consistent with its purposes;
      (8)   To make secured and unsecured loans and to purchase debt instruments issued in evidence thereof;
      (9)   To do those acts and things necessary to or inherent in the carrying out of its powers and the accomplishment of its purposes.
