The Board of Directors of the Community and Economic Development Agency shall consist of five members, who shall be qualified electors of the county and shall be appointed by the County Judge for the following terms of office: initially, one member for a one year term, one member for a two year term, one member for a three year term, one member for a four year term, and one member for a five year term. Thereafter, one Board member shall be appointed annually for a term of five years. The duty to appoint the initial members of the Board of Directors and to fill vacancies in case of death, resignation, expiration of term, or for any other reason, shall be that of the County Judge. All Board appointments must be approved by a majority vote of the Quorum Court.
