In accordance with and pursuant to the authority conferred by the provisions of the Act, there is hereby created and established the “Jackson County, Arkansas Jail Board” (the “Board”) with authority as hereinafter provided to accomplish, finance, contract and make loans concerning and otherwise provide for a jail (and related and appurtenant facilities) to serve the needs of the county.
