The Quorum Court (the “Court”) hereby finds and determines:
(A) There exists in the county an urgent need for additional county prison space, repairs and improvements on the existing jail.
(B) It appears that the need for additional prison space, repairs and improvements on the existing jail to serve the county can best be met by utilizing the provisions of A.C. §§ 12-41-601 et seq. (the “Act”) for the financing thereof.
