In accordance with and pursuant to the authority conferred by the provisions of A.C. §§ 14-137-101 et seq., there is hereby created and established a public facilities board (the “Board”), with authority as hereinafter provided to accomplish, finance, contract concerning and otherwise dispose of and deal with “health care facilities” (as defined in A.C. § 14-137-103) to be operated by the Clinic.
