(A) All services enumerated, authorized and permitted in A.C. § 14-14-802(b) and not expressly prohibited by the Arkansas Constitution or law, are hereby authorized.
(B) The Quorum Court shall appropriate funds for the performance of said services, from time to time, as such Court deems appropriate, and the County Judge is hereby authorized to enter into contracts with third parties to perform such services as needed and as funds are appropriated.
