The following methods shall notify the person(s) responsible for the violation: by posting upon the property, and by certified mail to the last known address of the property owner by the Illegal Dumps Control Officer, Sheriff or his or her duly authorized agent or representative, or newspaper publication in accordance with A.C. § 14-14-104 if there is no last known address for the property owner.
