Southwestern Bell Telephone Company is hereby authorized to begin collection, within the areas of Jackson County included in the 523, 252 and 744 telephone exchanges, of a charge of five percent of the basic telephone tariff rate approved by the Arkansas Public Service Commission to fund implementation of a 9-1-1 emergency telephone system.
