For the purpose of facilitating correct numbering, a plat book of all roads and highways within the county service area showing the proper numbers of all houses or other buildings fronting these roads and highways shall be kept on file in the 911 Office for the county. These plats shall be open to inspection of all persons during the office hours of the manager.
