(A) The County Judge is authorized to accept the low bid for hauling services required at the county landfill which was made by H-H Planting, Inc.,as an exception to A.C. §14-14-1202(c)(2)(A) because it will be financially beneficial to the county and therefore constitutes an unusual circumstance under which services may be contract with an entity owned by a county employee.
(B) The county is further permitted and authorized to accept the low bid from a county employee or entity with which it is associated for the purpose of hauling gravel and slag to the landfill if the circumstances are financially beneficial to the county.
(C) Any bid accepted or contract entered into for hauling gravel and slag to the landfill shall be re-bid annually in December for the following calendar year.
