(A) For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
GARBAGE, WASTE, REFUSE, LITTER OR TRASH. All waste material resulting from human habitation, be it food substance or non-food substance, which if thrown or deposited tends to create a hazard or danger to public health, safety and welfare.
PERSON. Any person or persons or firm, partnership, association, corporation, company or organization of any kind.
PREMISES. Any vacant house, or partially vacant house, or structure, lot, field, pasture or other real property not owned by him and not approved by the appropriate state agency for the dumping of such garbage, waste, refuse, litter or trash.
(B) It shall be unlawful for any person in this county to leave, deposit, throw, place, deposit or cause to be deposited any garbage, waste refuse, litter, or trash upon any premises in this county.
