Each utility company doing business in the county shall be required to furnish the county, through the Emergency Management Office, a list of all new utility hookups on a monthly basis beginning the fifth day of the month following passage hereof and the fifth of each month thereafter. However, all investor-owned electric utilities operating in the county are exempted from this requirement.
