The Service-Safety Director may determine those portions of any street or highway within the City where the overtaking and passing of other traffic or driving to the left of the center or centerline of the roadway would be especially hazardous, and may, by appropriate signs and markings on the highway or street, indicate the beginning and end of such zones.
