(a) There is hereby established a Tree Commission for the City, which shall consist of the following five members: the Director of Public Service and Safety, a member of Council to be selected by Council, and three persons at least two of whom shall be residents of the City and at least one of whom shall be of the opposite political party of the Mayor, who shall be appointed by the Mayor with the approval of Council.
(b) The term of the three persons to be appointed by the Mayor shall be three years except that the term of two of the members appointed to the first commission shall be only one and two years respectively. In the event that a vacancy occurs during the term of any member, his successor shall be appointed for the unexpired portion of the term.
(c) Members of the Commission shall serve without compensation.
