The Mayor may, when so requested by the Director of Public Service and Safety, employ such additional temporary policemen as may be required from time to time in cases of emergency, to handle crowds or traffic, to keep the peace or to keep the operating strength of the police force at the authorized membership in the event of sickness, injury or vacation.
