131.01 PERSONNEL.
   The Police Department shall be composed of the following officers and other members:
   (a)   One Chief.
   (b)   Not to exceed four Sergeants.
   (c)   Not to exceed seven Police Officers, or, if there are less than four Sergeants, the number of Police Officers may be increased but the combined number of Police Officers and Sergeants shall not exceed eleven.
   (d)   Not to exceed one Secretary/Dispatcher.
   (e)   Not to exceed five Dispatchers.
   (f)   Temporary Police as required.
