The purpose of this chapter is to provide for the public safety, health and welfare through structural strength and stability, means of ingress and egress, adequate light and ventilation, and protection to life and property from fire and hazards incident to design, construction, alteration, removal or demolition of buildings and structures, or of traffic conditions created or magnified by such design, construction, alteration, removal or demolition.
