(a) The Treasurer shall keep an accurate record of:
(1) All moneys received by the Treasurer, showing the amount thereof, the time received, from whom, and on what account received.
(2) All disbursements made by the Treasurer, showing the amount thereof, the time made, to whom, and on what account paid.

(b) The Treasurer shall so arrange the Treasurer’s books that the amount received and paid on account of separate funds, or specified appropriations, shall be exhibited in separate accounts. In addition to the ordinary duties of the Treasurer, the Treasurer shall have such powers and perform such duties as are required by any ordinance of the City, not inconsistent with Title VII [7] of the Ohio Revised Code, and not incompatible with the nature of the office. (c) The Treasurer shall demand and receive, from the County Treasurer, taxes levied and assessments made and certified to the County Auditor by the legislative authority of the City, and placed on the tax list by such Auditor for collection, moneys, from persons authorized to collect or require to pay them, accruing to the City from any judgments, fines, penalties, forfeitures, licenses, and debts due the City. Such funds shall be disbursed by the Treasurer on the order of any person authorized by law or ordinance to issue orders therefor. (O.R.C. 733.44)
(d) The Treasurer shall also have the duties of picking up and accounting for moneys from the City Utility Office; receiving any and all moneys from the City Auditor; and making regular deposits with the City’s banking institution. The Treasurer shall also be responsible for preparing all bank reconciliations. The Treasurer shall also be a member of the City Investment Board, and shall attend the meetings of the Board.
