The Water Service Commission is hereby authorized to accept contributions from individuals, clubs and organizations of the City, either of money or labor and materials, for use in connection with the development of such public park area of Hammertown Lake; provided that, any such labor volunteered, shall be under the control and direction of the Commission; and provided that, any materials or items of equipment donated must all be of uniform design, in accordance with plans on file in the office of the Water Service Superintendent.
