The Mayor or the Service Director is authorized to refuse to grant an agreement to any person, to use such auditorium if such intended use would be contrary to sound public policy or if such intended use would be objectionable to the public, or if such intended use is reasonably expected to be for an illegal or immoral purpose, in whole or in part.
