945.09 OWNERSHIP OF REFUSE; SCAVENGING PROHIBITED.

All junk and other materials on the disposal sites of the City are the property of the City and no person is allowed to separate and collect, carry off or dispose of same, except under the direction of the Service-Safety Director.
