All water consumers shall keep their service pipes and connections in good repair and protect them from frost at their own expense. They shall prevent waste, and no claim may be made against the City by reason of any breaking of any service pipe or connection, or damage arising from shutting off water to repair mains, or for any other reason arising out of water service.
