All water rents and service charges shall be payable at the office of the City Clerk. Such clerk shall be charged with the duty of receiving and collecting all water rents and service charges and accounting therefore in the manner prescribed by law. The clerk shall establish and maintain such ledgers, books, records and an accounting system as may be required by reason of such collections. When any account is delinquent and within the rules established by the Service-Safety Director, water service should be terminated, and the same shall be immediately certified by the clerk to the Superintendent. Whenever requested by the Director, the clerk shall report the conduct of his office relating to the collection of water rents and service charges.
