921.06 ELECTRIC SERVICE RATES.
   
Section I
Residential Rate
Availability/Applicability
This rate is available to all individually metered single-family residences, single flats and single apartments for lighting, operation of appliances, cooking, space heating, water heating and incidental power. This rate is not available for multiple family units such as apartments, hotels, motels, boarding houses, dormitories or other similar premises.
Character of Service:
   120/240 volts, single phase, alternating current, 60 hertz (cycles per second).
Customer Charge (per Month):
 
   For bills due and payable after:
         July 1, 2023      $5.00
         January 1, 2024   $7.50
         January 1, 2025   $10.00
Energy Charge (per kWh):
   For each kilowatt-hour of billing energy:   $0.115
Outside Corporate Limits:
For any customer located outside the City’s corporate limits the rates and charges set forth above shall be increased by twenty-five percent (25%).
Excise (Kilowatt-Hour) Tax Adjustment
The rates set forth above shall be increased by an amount equal to excise (kilowatt-hour) tax imposed on the City’s electrical distribution system under the Ohio Revised Code Section 5727.81, and shall be automatically adjusted to reflect any change in the kilowatt-hour tax imposed by Ohio Revised Code Section 5727.81.
Power Cost Adjustment:
The above rates shall be adjusted in accordance with the Power Cost Adjustment set forth in Section V of these Electric Service Rates.
Delayed Payment Charges:
Ten percent (10%) shall be added to the bill if not paid by the Due Date reflected on customer’s bill for said Service, as provided in Section 921.05 of the City’s Codified Ordinances.
Terms and Conditions:
This rate is only available to consumers whose entire requirements are measured through one meter. All electric service of the City is rendered under and subject to the General Service Rules and Regulations of the City as amended from time to time.
Section II
Commercial Rate
Availability/Applicability:
This rate is available only to those customers receiving Service under the City’s comparable Commercial Rate prior to July 1, 2023.
Character of Service:
Standard single phase, secondary voltage, alternating current, 60 hertz (cycles per second) as presently utilized.

For any customer located outside the City’s corporate limits, the rates and charges set forth above shall be increased by twenty-five percent (25%).

The rates set forth above shall be increased by an amount equal to excise (kilowatt-hour) tax imposed on the City’s electrical distribution system under the Oho Revised Code Section 5727.81, and shall be automatically adjusted to reflect any change in kilowatt-hour tax imposed by Ohio Revised Code Section 5727.81.

The above rates shall be adjusted in accordance with the Power Cost Adjustment set forth in Section V of these Electric Service Rates.

Section III
General Service Rate
   
Availability/Applicability:
This rate is available to all non-residential commercial and industrial establishments for lighting, heating, cooking and power whose monthly use of power and energy do not generally exceed 50 kilowatts of demand and/or 10,000 kilowatt-hours per month.
Character of Service:
Standard 3 or 4 wire, single or three phase, secondary voltage, alternating current, 60 hertz (cycles per second).

Determination of Billing Demand:
The billing Demand shall be highest fifteen (15) minutes integrated demand, ascertained in kilowatts by instruments suitable for that purpose.
Terms and Conditions:
A minimum monthly billing demand and minimum contract term may be established by the City to consumers having abnormal or fluctuating demand requirements. All electric service of the City is rendered under and subject to the General Service Rules and Regulations of the City as amended from time to time.
Section IV
Large Power Rate
Availability/Applicability:
This rate is available, upon application, to power consumers for power, including lighting, where the monthly maximum demand of the consumer is at least 100 kilowatts each and every month of the past twelve (12) (immediately preceding) billing months. This rate is not available for auxiliary, standby, or supplementary Service.
Character of Service:
Any secondary or primary voltage designated by the City. All services are to be either single or three phase, 60 hertz, with balanced three phase loading.

Excise (Kilowatt-Hour) Tax Adjustment:
The rates set forth above shall be increased by an amount equal to excise (Kilowatt-hour) tax imposed on the City’s electrical distribution system under the Ohio Revised Code Section 5727.81, and shall be automatically adjusted to reflect any change in the kilowatt-hour tax imposed by Ohio Revised Code Section 5727.81.

The above rates shall be adjusted in accordance with the Power Cost Adjustment set forth in Section V of these Electric Service Rates.

Determination of Billing Demand:
The Billing Demand shall be the highest fifteen (15) minute integrated demand measured during the current billing period, ascertained in kilowatts by instruments suitable for that purpose; but not less than fifty percent (50%) of the highest fifteen (15) minute integrated demand measured during the last twelve (12) months.
Delivery Voltage:
The customer shall own, operate, and maintain all necessary substation and appurtenances thereto for receiving and purchasing all electric energy at the delivery voltage agreed upon by the customer and the City. The customer’s demand and energy usage shall be measured as of the delivery voltage, or at the option of the City, at the secondary of customers’ transformation voltage(s). If measured at secondary voltage, billing demand for energy shall be corrected for losses incurred.
Multiple Metering Points:
When Service to a single, contiguous facility is metered through multiple metering points, the meters shall be combined and then billed as a single service.
Contract Requirements:
At the operation of the City, Service under this rate schedule may only be available under a Service contract with consideration for size, character and location of the consumer’s load and the amount of facilities to be furnished by the City in serving said load. Contract term initially shall be at least three (3) years.
Terms and Conditions:
All electric service of the City is rendered under and subject to the General Service Rules and Regulations of the City as amended from time to time.
Section V
Power Cost Adjustment
Applicable:
The rates and charges set forth in City’s Electric Service Rates are based upon an assumed average cost of City’s power supply. In the event that said monthly overall average power costs per kWh is increased or decreased due to changes in load characteristics, wholesale rates, fuel costs, taxes, other adjustments, or modifications to the City’s power supply arrangements, City’s Electric Service Rates to which this Power Costs Adjustment applies (except outdoor lighting) will be adjusted as specified below.
Base Power Cost:
The overall Base Power Cost to be used to determine the adjustment applicable to the city’s Electric Rate Schedules shall be that included in the City’s retail rates of $0.09004 per kWh.
Monthly Determination of Power Cost Adjustment:
   A.   Each month, the City’s running six (6) month average Power Supply Cost per kWh shall be determined by dividing (1) the sum of (i) the previous five (5) and current months’ total power supply costs from all suppliers, plus (ii) the previous five (5) and current months’ net costs associated with ownership and operation of generating facilities owned in whole or in part, by the City, plus (iii) the previous five (5) and current months’ transmission related charges and credits and AMP Service Fees, by (2) the total energy delivered to the City in the previous five (5) months and current month.
   B.   If said running six (6) month average Power Cost for the current month is a ABOVE or BELOW the Base Power Cost of $0.09004 per kWh, the rates per kWh set forth in City’s Electric Service rates shall be INCREASED or DECREASED in the manner specified in (C) and (D) below.
   C.   Any INCREASE or DECREASE per kWh ABOVE or BELOW the Base Power Cost of $0.09004 per kWh shall be determined to five (5) dermal places ($0.00000) and any resultant differential shall be divided by 0.85 to compensate for City’s distribution system energy losses.
   D.   The rates per kWh set forth in City’s Electrical Service Rates shall be INCREASED or DECREASED accordingly.
Application of Power Costs Adjustment to all Consumer Bills:
   A.   Any applicable adjustment shall be applied to the kWh billed consumers for the meter reading period that the City determines as most nearly corresponding to the meter reading period(s) set forth in City’s billing from its power supplier(s).
   B.   All adjustments shall be applied to the total kWh billed to consumer and shall be in addition to the minimum charge applicable for the schedule involved.
