It shall be the policy of the City to return to consumer account utility customers all their deposits when a consumer account utility customer has finaled out their account and paid their account in full.
It shall be the policy of the City to return to property owner utility customers all their deposits when a consumer has paid their utilities on time for twelve consecutive months.
It shall be the policy of the City to return to renters, landlords, and land contract utility customers all their deposits when a renter, landlord, and land contract utility consumer account utility customer has finaled out their account and paid their account in full.
It shall be the policy of the City not to use the mail to return a utility customer a utility deposit amounting to one dollar ($1.00) or less. In such a case the utility customer may claim his or her return of deposit at the appropriate service window.
