When backfilling, refilling, tamping and resurfacing has been completed in accordance with the specifications set forth in this chapter and to the satisfaction of the Service-Safety Director, the Director shall prepare a statement of the cost and expense thereof. After deducting from the deposit the amount of such cost and expense, the Service-Safety Director shall, upon application therefor, return the balance of such deposit to the holder of such permit.
