In closing the openings, such person shall backfill and refill all such excavations and/or trenches in a solid manner with earth or clay free from rock, boulders or debris up to a point twelve inches below the top of the finished base of paving. At this point the opening shall be solidly rammed and filled with crushed air-cooled blast furnace slag No. 1 or 2. The workmanship on the street where the paving has been broken shall be finished in the same manner as finished paving before being excavated. No patching will be permitted.
