721.99 PENALTY.
   (a)    Whoever violates any provision of this chapter, shall be fined not more than one hundred dollars ($100.00).
   (b)    Whenever the driver or owner of a taxicab is convicted of a violation of this chapter, in addition to any other penalty, the license issued may be revoked or suspended by the Mayor.
