Upon certification by the City Public Safety/Service Director to the Law Director that a person is engaged in a pattern of practice of violations of any provision of this chapter, the Law Director shall be authorized to seek on behalf of the City, both temporary and permanent injunctive relief in a court of competent jurisdiction.
