An application for a parade permit shall be accompanied by a certificate of public liability insurance issued by a company having at least an "A" rating from Best's Insurance Guide, naming the village, its officers, employees, agents, consultants, and volunteers while acting on behalf of the village as additional parties insured in the amount of $1,000,000 for injuries to one or more persons in any one occurrence and $100,000 property damage on such forms as shall be approved by the corporate authorities.
