§ 98.06 ISSUANCE, DENIAL OF PERMIT, REAPPLICATION.
   Following receipt of an application or reapplication, the Village President or his/her designee shall within ten days either issue a permit for the holding of a parade, open air meeting, or special event or reject the application. Permits may be rejected on the basis of improper or incomplete application; a substantial, unworkable, or unnecessary interference with traffic in the area of the parade, open air meeting, or special event; the unavailability of sufficient village resources so as to maintain the public health, safety or welfare; insufficient advance preparation time for village staff; or because of a conflicting event as described in §§ 98.07 and 98.08. The reasons for rejection shall be made known to the applicant, in writing, at the time of rejection. The applicant shall have five days to correct or complete an improper application and resubmit it to the Village President or his/her designee, if the corrected application is resubmitted at least five days prior to the event. If a corrected application is not received by the village within five days prior to the event, a new period of 14 days shall be imposed prior to which the event may not be held. Such 14 day period shall commence upon receipt of the corrected application. Any person or group denied a permit shall have the right to appeal the denial to the Village Board of Trustees. The appeal shall be taken within 30 days after notice of denial. The Village Board of Trustees shall act on the appeal within 30 days after its receipt.
