As used in this chapter:
PARADE. Any parade, march, ceremony, show, exhibition, pageant, or processing of any kind, or any similar display, in or upon any street, park, or other public place in the village.
OPEN AIR MEETING. Any congregation of people held outdoors and upon any public property for the purpose of entertainment, including but not limited to concerts, musical exhibitions, movie presentations, and plays, hearing speakers, or discussing some matter of common interest where the number of participants expected may reasonably be assumed to exceed 50.
SPECIAL EVENT. Any organized activity including, but not limited to, festivals, carnivals, marches, outdoor sales, races, walk-a-thons, concerts, fundraisers, or other similar celebrations or festivities sponsored by a person, group of persons, or an organization, which meet any of the following criteria:
(1) Are conducted in whole or in part on village property or on village rights-of-way;
(2) Involve the sale of merchandise, food or beverages outdoors where not already permitted by village ordinance;
(3) May attract a large crowd of a size that is significantly larger than what is expected for the typical day to day use of the property under usual conditions;
(4) Use of structures including, but not limited to, a tent or stage;
(5) Use of village services including, but not limited to, closing of a village street or right-of-way, providing parking or traffic detail, or providing security.
