The Council shall meet at such times as may be determined by the Youth Council, and such meetings may be held upon the call of the Chairman or any three members thereof. Not more than two meetings shall be held in any calendar month. All meetings shall be subject to the Illinois Open Meetings Act. Absence from three Youth Council meetings within any 12 month period shall constitute the resignation of a member, unless the Youth Council, by majority vote, allows an exception.
