The Council shall:
(A) Make or cause to be made studies and surveys of community conditions and problems affecting youth.
(B) Recommend plans for the improvement of opportunities for the wholesome development of youth in the village; propose necessary action for the protection of children from exposure to harmful influences and conditions; propose plans for prevention of delinquency and for development of services for the rehabilitation of delinquent children.
(C) Coordinate and integrate governmental plans and public and private services affecting the welfare of youth.
(D) Request and obtain such cooperation, assistance and data from governmental departments and public and private agencies as may be reasonably necessary to carry out its work; create subcommittees, composed of members or non-members of the Council, to aid and assist in the work of the Council.
