For the purposes of this subchapter, the terms and words used herein shall be interpreted as follows:
(A) Words used in the present tense include the future tense;
(B) Words used in the singular number include the plural number and words used in the plural number include the singular number;
(C) The words "shall", "will", and "must" are mandatory, not permissive; and
(D) The phrase "Director" refers to the individual responsible for the enforcement.
