All private residential swimming pools shall be equipped with a water recirculation and filtration system. The equipment shall be capable of effecting one turnover of the pool volume in ten hours or less, at a rate of filtration not exceeding three gallons per square foot of filter area per minute. The recirculation system shall consist of pumping equipment, hair and lint catcher, filters, necessary pipe connections to the pool inlets and outlets, and facilities and equipment for disinfecting the pool water.
