(A) Before any land modification is made, a permit for the proposed work shall be obtained from the Building Commissioner.
(B) The application for a permit shall be submitted on forms provided by the Building Commissioner, and at a minimum shall include the following information:
(1) All information required on the application form, including the location of the proposed work, a grading plan showing existing and proposed conditions, and the purpose for which the work is proposed.
(2) For land modifications, the application shall include the area of land that will be stripped of vegetation, the location of any proposed soil stockpiles, the limits of any excavation, the measures taken to keep soil erosion and sedimentation to a minimum, the effects on drainage, and a schedule of land modification activities including revegetation.
