The Sewer and Water Appeals Board shall have the final authority to hear and decide appeals from a denial of hardship by the Building Commissioner pursuant to §§ 52.07 or 53.02 of this code. A decision of the Appeals Board with respect to a property owner's appeal from a denial of hardship shall constitute the final decision of the village, subject to review pursuant to ILCS Ch. 735, Act 5, § 3-101 et seq.
