There is hereby created a Sewer and Water Appeals Board consisting of three members appointed by the President with the advice and consent of the Board of Trustees. The Village President shall be a member and ex officio chairperson of such Appeals Board. The Village Administrator shall also be a member of the Appeals Board. The third member of the Appeals Board shall be a trustee of the village. Such members shall be appointed for one year and shall serve until their successors have been appointed. Vacancies upon said Appeals Board shall be filled for the unexpired term of the member whose place has become vacant in the manner herein provided for the appointment of such member.
