(A) A quorum shall consist of a majority of the Commissioners.
(B) All decisions or actions of the Commission shall be made by a majority vote of those present and voting at any meeting where a quorum exists, except as otherwise provided in this chapter.
(C) Meetings shall be held at regularly scheduled times or at any time upon the call of the Chairperson.
(D) No Commissioner shall vote on any matter which may materially or apparently affect the property, income or business interest of the Commissioner.
(E) No action shall be taken by the Commission which could in any manner deprive or restrict the owner of a property in its use, modification, maintenance, disposition or demolition until such owner shall first have had the opportunity to be heard at a public meeting of the Commission, as provided by law.

(F) All provisions of the Illinois Open Meeting Act shall be observed. The Commission shall keep minutes of its meetings which minutes shall be kept permanently by the Village Clerk.
(G) The Board of Trustees shall provide space for the holding of the meetings of the Commission.
