The purpose of this chapter is to promote the educational, cultural, economic and general welfare of the community by:
(A) Providing a mechanism to identify and preserve the special distinctive historic, aesthetic, architectural and/or landscaping characteristics of the village which represent elements of the village's cultural, social, economic, political and architectural history.
(B) Fostering civic pride in the beauty and noble accomplishments of the past as represented in the village's landmarks and historic districts.
(C) Stabilizing and improving the property value of the village's landmarks and historic districts, and continued utilization of such properties.
(D) Protecting and enhancing the attractiveness of the village to its homebuyers, homeowners, residents, tourists, visitors and shoppers, and thereby supporting and promoting business, commerce, industry and providing economic benefit to the village.
(E) Fostering and encouraging preservation, restoration and rehabilitation.
(F) Ensuring that all of the economic benefits resulting from preservation, including tax incentives, new jobs and renewed buildings are available to our citizens.
