The Plan Commission shall have the following powers and duties:
(A) Prepare and recommend to the President and Board of Trustees a comprehensive plan for the present and future development or redevelopment of the village. Such plan may be adopted in whole or in separate geographical or functional parts, each of which, when adopted, shall be the official comprehensive plan, or part thereof, of the village. This plan may include reasonable requirements with reference to streets, alleys, public grounds and other improvements hereinafter specified. The plan, as recommended by the Plan Commission and as thereafter adopted shall be applicable to land situated within the corporate limits and contiguous territory not more than one and one-half miles beyond the corporate limits and not included in any municipality. Such plan may be implemented by ordinances establishing reasonable standards of design for subdivisions and for resubdivisions of unimproved land and of areas subject to redevelopment in respect to public improvements as herein defined; establishing reasonable requirements governing the location, width, course and surfacing of public streets and highways, alleys, ways for public service facilities, curbs, gutters, sidewalks, street lights, parks, playgrounds, school grounds, size of lots to be used for residential purposes, storm water drainage, water supply and distribution, sanitary sewers and sewage collection and treatment; and may designate land suitable for annexation to the village and the recommended zoning classification for such land upon annexation.
(B) Recommend changes, from time to time, in the official comprehensive plan.
(C) Prepare and recommend to the President and Board of Trustees, from time to time, plans for specific improvements in pursuance of the official comprehensive plan.
(D) Give aid to the village officials charged with the direction of projects for improvements embraced within the official plan, to further the making of these projects, and generally, to promote the realization of the official comprehensive plan.
(E) The Plan Commission shall review all plans and plats for subdivisions for territory within the village and for one and one-half miles beyond the corporate limits (if not within the limits of another municipality) and upon reviewing the same, shall report its findings to the President and Board of Trustees of the Village. The President and Board of Trustees of the Village shall determine whether a proposed plat of subdivision or resubdivision complies with the official map. To secure such determination, the person requesting the subdivision or resubdivision shall file four copies of a plat thereof with the Village Clerk, and shall furnish therewith four copies of all data necessary to show compliance with all applicable village regulations, and shall make application for preliminary or final approval of the proposed plat.
(F) Hear all applications for amendments and special uses and thereafter submit reports of findings and recommendations thereon to the Village Board in the manner prescribed for amendments and special uses. All changes in the nature of a general change or amendments in the Zoning Ordinance of the village shall be enacted only after a public hearing before the Plan Commission of the village, and after its recommendation to the President and Board of Trustees.
(G) Changing the zoning classification as to a specific piece of property shall be done only after a public hearing before the Plan Commission of the village, and after its recommendation to the President and Board of Trustees.
(H) Before any special uses are granted or any planned development approved there shall be a public hearing before the Plan Commission and the Plan Commission shall report to the President and Board of Trustees of the village in its findings in respect thereto.
(I) To exercise such other powers germane to the powers granted by this chapter as may be conferred by the President and Board of Trustees.
