The Board of Police and Fire Commissioners shall appoint all officers and members of the Police Department, except auxiliary police officers and except the Chief of Police. The Chief of Police shall be appointed by the President of the Village, by and with the consent of the Board of Trustees. The Board of Police and Fire Commissioners shall promulgate its own rules and regulations, conduct examinations, prepare reports and submit annual budgets, and do all other acts and things required of them, pursuant to and according to the provisions of state statute.
