There is hereby established a Board of Police and Fire Commissioners for the village, which shall consist of three members. The Village President, by and with the consent of the Board of Trustees, and in compliance with the provisions of ILCS Ch. 65, Act 5, § 10-2.1-1 et seq., shall appoint the three Commissioners, no more than two of which shall be from the same political party. Party affiliations shall be determined by affidavit of the person so appointed. Vacancies shall be filled in the same manner as provided above and appointments to such vacancies shall be effective until the end of the term of the Commissioner being replaced. All appointments shall be for three-year terms. Said three Board members shall elect one of themselves as chairperson, to serve until the end of each municipal fiscal year. A majority of Board of Police and Fire Commissioners shall constitute a quorum.
