§ 31.17 COMMITTEES.
   (A)   The Village President shall appoint all standing committees.
   (B)   Special committees shall be created from time to time as directed by the Board of Trustees.
   (C)   All standing committees shall consist of all sitting Board members, including the duly appointed Chairman of the respective committee. All special committees shall consist of three members each, including the chairman, unless the Board shall direct otherwise. All committees shall be appointed by the President.
