It shall be unlawful for the owner, operator or driver of any such vehicle licensed hereunder to solicit by word, gesture or otherwise, the patronage of any such person at any railroad station, or upon any public street in the village. It shall be unlawful for the driver of any vehicle aforesaid to stand or be upon the railway platform longer than three minutes after the departure of such train, except to assist persons who have indicated a desire to patronize the vehicle in his charge.
