§ 115.12 REFUSAL TO CARRY PASSENGERS.
   No owner, operator or driver of any vehicle licensed as aforesaid, shall refuse to convey in said village, any person (without or with hand baggage as aforesaid) when requested to do so for that purpose; or having undertaken to convey such person, shall omit or neglect to do so, under penalty for each offense.
