It shall be the duty of the licensee and the driver of the taxicab to keep and maintain the taxicabs and their equipment in a safe physical condition at all times, for the safe carriage of passengers. If any taxicab licensed hereunder shall be in an unsafe condition for transporting passengers, it shall be removed from taxicab service until the vehicle is again in a safe condition.
