No such cab license shall be issued to any person, firm or corporation unless the applicant has obtained and filed proper proof of financial responsibility required by statute. A copy of such proof filed with or from the Secretary of State shall accompany the application. It is the duty of the applicant to file renewal copies of proof of financial responsibility with the Village Clerk prior to the expiration of the license term.
